Legal basis

The legal basis is the Disability Equality Act (BGG), the Lower Saxony Disability Equality Act (NBGG) and the Lower Saxony Ordinance on Accessible Information Technology of Public Bodies (NBITVO).

Content Accessibility Guidelines (WCAG) 2.1 at Level A, published as a W3C Recommendation (Web Standard) (criteria of the European standard EN 301 549, version 2.1.2), as well as the further developed BITV 2.0 (Barrier-free Information Technology Ordinance).

Preparation of the declaration

This declaration was created on 24.10.2021.

The declaration was last reviewed on 07.02.2022.

The assessment is based on a self-assessment according to the BITV test.

Status of compatibility

These web pages are compatible with the specifications of the harmonised European standard EN 301 549 V2.1.2 (08-2018) in many parts.

The following incompatibilities currently still exist:

  • no words and sections in other languages marked
  • error prevention is not supported
  • no correct syntax
  • no status messages available programmatically
  • no user-defined settings possible

Conciliation procedure

If you do not receive satisfactory answers from the above contact option, you can apply to the conciliation board, set up at the State Commissioner for People with Disabilities in Lower Saxony, to initiate conciliation proceedings under the Lower Saxony Disability Equality Act (NBGG). The conciliation board according to § 9 d NBGG has the task of settling disputes between persons with disabilities and public bodies of Lower Saxony on the topic of accessibility in IT. The conciliation procedure is free of charge. There is no need to involve a legal advisor.
